CECAP Working Group

In October 2020, the Community-wide Energy and Climate Action Plan (CECAP) process shifted from a model based on the involvement of nine district-level Focus Groups and one Task Force to a model with a single Working Group. The Working Group was comprised of members of the Focus Groups and Task Force and was charged with developing and finalizing the CECAP to present to the Board of Supervisors.

The new CECAP Working Group was initially divided into subgroups for the purposes of discussing sector-specific strategies for greenhouse gas emission reduction across the Fairfax County community. Once the discussion of sector-specific strategies concluded, the Working Group met as a whole to draft and finalize the CECAP. The two subgroups were:

  • An energy-based group focusing on efficiency, renewables, generation, and supply
  • A transportation, land use policy, waste, and water group. This group will have a more diverse focus.

The CECAP Task Force was comprised of representatives and experts from dozens of community groups and prominent local organizations with demonstrated interest in energy and local climate issues. Additionally, a liaison from each of the nine CECAP Focus Groups served on the Task Force to represent the magisterial districts. The Task Force was originally conceived as a deliberative and decision making body, responsible for shaping and forming the CECAP for presentation to the Board of Supervisors.

At the outset of the CECAP planning process, each of the nine Fairfax County districts was represented by a Focus Group composed of community members nominated by their Supervisors. The Focus Group participants had previously demonstrated interest or experience in energy and climate work. The Focus Groups were intended to serve in an advisory capacity, offering input to the Task Force.
