Strategic plans can easily collect dust on the shelf. From the beginning, our board of directors and staff wanted to ensure this plan would drive progress on our goals of strengthening the land use planning system with a lens of advancing diversity, equity, and inclusion.

Our strategies and goals will spread awareness and foster public support for the work we do and the tangible results it produces. The planning process started in early 2020 — with a survey sent to our supporters, working lands professionals, allied organizations, and elected officials to make sure we’re heading in the right direction as the 50th anniversary of Oregon’s land use planning system approaches. 

The input gathered from the survey was crucial in making sure we listened to, acknowledged and included the voices of everyone; from diverse communities both urban and rural across the entirety of Oregon.

DESTINATION POINTS

Our plan is a roadmap, with 5 destination points that connect to create a stronger Oregon: they represent the overarching goals we want to achieve between now and 2025. 

  1. A critical mass of Oregonians, representative of the demographics of the State, understands the impacts of our land use planning system and is able to equitably access land use planning processes in their communities. 

  2. The land use planning system is protected and strengthened to ensure the productive capacity of Oregon’s farm, ranch, and forest lands.

  3. Oregon’s statewide climate policy supports viable working lands, preserves natural areas, and contributes to resilient, equitable, and inclusive communities.

  4. Diverse, affordable, and climate-resilient housing, transportation, and community parks are inclusive and equitably accessible for all Oregonians.

  5. 1000 Friends has the human, infrastructural, and financial resources it requires to advance its mission and achieve its vision.

ACTION STEPS

A feasible plan requires strategies that can keep us accountable. Here are a few ways we will create change and measure our success:

  • Increase opportunities for Oregonians to learn about, advocate for, and engage with land use planning processes at the local, county, and statewide level; prioritizing communities that have historically been and currently are underrepresented in government decision-making processes.

  • Advocate for legislation that recognizes, protects, and strengthens Oregon’s farm, ranch and forest lands.

  • Double our legal capacity to enforce Oregon’s land use laws and increase our ability to provide legal and technical assistance.

  • Work in coalition with community-based organizations, businesses, affordable housing providers and other allies to ensure that Oregon’s cities and towns have enacted necessary changes to their land use laws to ensure more diverse and affordable housing options can be built in every neighborhood.

  • Build our broad-based coalition of farmers, foresters, and ranchers to develop and promote a rural-focused land use climate policy that centers rural voices.

  • Limit the expansion of urban growth boundaries to protect farm and forest lands and natural resources, and to reduce greenhouse gas emissions.

  • Increase and re-prioritize local, regional, and state transportation investments to fund projects that reduce greenhouse gas emissions and serve Black, Indigenous, and people of color (BIPOC); low-income; and other marginalized communities.

  • Support investments in parks and natural areas to ensure they link underserved communities with new trails, parks, transportation and other services.
