Main Purpose of Job

This position provides management, direction, services and supervision for Recovery Support and Harm Reduction Unit. Position is responsible for managing the program budget of approximately $350,000.

This position is eligible for hybrid telework. 

May include weekend/evening events and emergency coverage on occasion.

POSITION DUTIES

25%  Manages the Recovery Support and Harm Reduction Unit
  • Manages the Recovery Support and Harm Reduction Unit including Sexual Health in Recovery within the parameters of grant funding for each program area to meet the needs of the community and requirements of the State/County.
  • Oversight of peers embedded @ Homewood school; Teen Intervene projects with two schools, working with the school-based wellness centers (SBWC).
  • Assesses changing community needs (needs assessment) for the program and designs and adjusts program to provide services not accessible from other sources.
  • Writes and revises the annual program plans and grant applications.
  • Evaluates the program and brings programmatic problems or issues to the attention of the Bureau Director.
  • Collaborates with health facilities, physicians, allied health disciplines and community agencies regarding Harm Reduction program.
  • Acts as a resource for Recovery Support and Harm Reduction services for Health Department to the community and other County offices and agencies.
  • Develops, revises and recommends new policies, standards and workflow procedures, using new technology.
  • Provides medical/clinical care referral connection for clients referred from other providers, when needed.
  • Provides education/prevention classes to community groups, faith-based communities, health fairs, etc.
  • Develop and maintain Bureau policies and procedures.  Submits policies to the Bureau Director for approval. Ensures program-specific (and bureau-specific) policies, procedures, program manuals and standing orders (if applicable) exist, are reviewed annually and updated to reflect current requirements.

10% Fiscal Oversight of the Recovery Support and Harm Reduction Unit
  • Ensures that the programs operate within the allocated budget areas.
  • Works with the contracts unit to ensure contracts and purchase orders are completed as needed.
  • Verifies expenditures and submits to the Bureau Director.
  • Prepares and submits expenditure reports on a monthly basis.
  • Reviews the purchasing procedure maintaining fiscal responsibility.
  • Reports budgetary needs to the Bureau Director.

25% Quality Assurance/ Grant Monitoring of the Recovery Support and Harm Reduction Unit
  • Ensures that program data are accurate and submitted timely each month due by 3rd of each month and meets the State report requirements.
  • Completes and submits quarterly and end of year performance measure reports. 
  • Is the contact person with the program sub-vendors (On Our Own of Howard County, Opioid Treatment Programs (OTP) peer expansion, Behavioral Health Crisis Center peer expansion, etc.) to answer questions and provide technical assistance as needed.
  • Conducts site reviews twp times a year with the program sub-vendors (On Our Own of Howard County, OTP peer expansion, Behavioral Health Crisis Center peer expansion, etc.).  Completes grant monitoring paperwork by due dates (December and June), and implements corrective actions as needed.
  • Participates in monthly supervisor meetings (Performance Improvement Committee [PIC]) and monthly all staff meetings to stay current on agency activities and issues.
  • Assists in implementing agency policy and procedure related to program.
  • Provides input to Nursing Administration in the establishment of policies regarding program areas and interprets policies and procedures. 
  • Monitors the quality and quantity of program services and outreach efforts in order to maintain or improve services
  • Complies with standards for infection control and risk management per OSHA standards.
  • Assures that Harm Reduction procedures adhere to CLIA guidelines including the mobile van lab location.
  • Assures that supplies, are in sufficient quantities, current and up to date.

25% Supervises staff within the Recovery Support and Harm Reduction Unit
  • Assigns and reviews the work of all staff, allied staff and volunteers.
  • Evaluates work performance of staff and volunteers.
  • Orients and trains new staff.
  • Provides professional leadership, guidance and consultation.
  • Evaluates continuing educational needs for staff and volunteers.
  • Signs timesheets and approves leave requests.
  • Brings staffing needs to the attention of the Bureau Director.
  • Ensure peer support staff gain and maintain certification.
  • Supervises, evaluates, and counsels assigned program staff according to COMAR. regulations

15% Agency Representation and Planning within the Recovery Support and Harm Reduction Unit
  • Maintains a cooperative relationship and acts as the agency liaison.
  • Communicates with other agencies and other members of the health team regarding referrals for medical services and psychosocial needs of clients.
  • Collaborates on special projects in the community to provide Recovery Support and Harm Reduction education.  
  • Participates in community planning and needs assessment related to Recovery Support and Harm Reduction Program services.
  • Represents Howard County Health Department at meetings of State and local communities regarding program and services. 
  • Represents Howard County Health Department at community activities/events/outreach.

1% Other Duties as Assigned 
  • Accepts responsibility for special projects as assigned.
  • Participates in Emergency Preparedness drills or actual events.
  • Participates in administrative on-call rotation for the Health Department.
  • Participates in seasonal flu clinics as needed.

MINIMUM QUALIFICATIONS

Education:   A Bachelor’s degree from an accredited college or university in nursing, social work, psychology, education, counseling or a related field.

ExperienceFive years of professional experience in health services, two years must have been in the Health Services option.

Notes:

1. Candidates may substitute the possession of a Master’s degree from an accredited college or university in a health or human service field for one year of the required general experience.

2. Experience in the Health Services option must be as follows: professional clinical or administrative work in health or medical services in areas other than Mental Health, Developmental Disabilities or Addictions.

3. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university in another field plus one additional year of professional experience in health services for the required education.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Administration classifications or Civil Affairs Specialist specialty codes in the health related field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Desired qualifications:
- Experience with customer services in substance use disorders. 
- Experience collaborating with community stakeholders in a public health setting.  
- Experience with public speaking in a public health setting.  
- Experience with budget monitoring and reporting to funders. 
- Experience with evidence based practice models/programs. 
- Ability to work some nights and weekends for meetings and events.
