The interim IRP update details Great River Energy’s plan to build a reliable, affordable, and environmentally responsible power supply portfolio. GRE relied on EnCompass results to determine the benefits of retiring its major coal plant across multiple scenarios and sensitivities.
“The EnCompass planning software was used to perform capacity expansion modeling to identify the least cost future resource portfolio. GRE has implemented the EnCompass model since its previous Integrated Resource Plan.”

MINNESOTA POWER
EnCompass is the analytical foundation for Minnesota Power’s transformational IRP
Minnesota Power used EnCompass software to develop a low-cost, reliable resource plan that retires all coal generation by 2035. One year after implementing EnCompass, Minnesota Power relied on its advanced capabilities to determine its resource plan featuring low carbon emissions and high levels of renewable energy.
The 2021 IRP Filing calls for 70% renewables by 2030 and an 80% reduction in carbon emissions and a coal-free generation mix by 2035. In the cover letter to the filing, the company states they are “pleased to be the first Minnesota utility to initiate an IRP and Baseload Retirement Study using the EnCompass Power Planning model from the outset. Establishing this sophisticated model has involved many months of advance planning, model development, and coordination with the Company’s stakeholders, resulting in the detailed analyses presented in this IRP.” https://www.mnpower.com/Environment/IntegratedResourcePlan2021
PUBLIC SERVICE COMPANY OF COLORADO (XCEL ENERGY)
Xcel Energy switches to EnCompass as the basis for its landmark Clean Energy Plan
The Company’s plan would achieve 85% of carbon reduction by 2030 and deliver nearly 80% of customers’ energy through renewable sources. The capacity plans produced by EnCompass consider more operating details and constraints than any other model, which is a key consideration in the transition to renewables and storage.
PUBLIC SERVICE COMPANY OF NEW MEXICO
PNM Resources relies on EnCompass to generate a plan that exceeds New Mexico’s carbon-free goals
PNM used EnCompass to produce a portfolio that is carbon-free by 2040 (five years earlier than the state goal) utilizing renewables, batteries, and hydrogen. EnCompass allows utilities to meet multiple environmental goals such as renewable requirements and carbon intensity limits by evaluating the latest technologies while maintaining reliability.
The 2020-2040 Integrated Resource Plan relied on the EnCompass model to select a plan that meets a carbon intensity target of 200 lbs/MWh by 2032, and zero carbon emissions and 80% renewable energy by 2040.
