Access to Care

Project Vida is committed to providing the community with accessible and affordable services. In creating that access to care, Project Vida first started the accredited application counselor program, who helped enroll people in the affordable care act. As the need grew for more avenues to services, that program transformed into the Navigation program.

Navigation Services


Project Vida helps families and individuals with finding avenues to affordable care, in order to best support the wellness of the community and to make sure everyone has access to the services they may need. Originally, the access to care programs started with Affordable Care Act enrollment, where Project Vida hosted certified application counselors, who would help people enroll specifically in the ACA.

As this program progressed, it was realized that there were many more sources to help connect people to affordable care and that it could be quite confusing for an individual to try to navigate all of the available programs. There was a need to help people to navigate through programs like the Affordable Care Act, Your Texas Benefits, Healthy Texas Women, and the Project Vida discount programs, among many others.

This is what the role of a navigator came out of. The Navigation program at Project Vida helps connect people to services and care that are affordable, accessible, and compassionate. Our Navigators have an extensive list of services to connect clients to that are not offered at Project Vida, and values finding the best options for an individual’s care, over solely promoting the services offered by Project Vida’s clinics.

People in the Navigation program are experts on the services provided by Project Vida and the resources available to the people of El Paso, and work to find pathways to support an individual or a family’s pursuit of overall wellness.

On top of acting as an advocate within the health system, navigators can also provide information on all of the other programs Project Vida enrolls in.

The Navigation program is not a substitute for the 211 program, which is still needed for referrals to specific services.

Affordable Care Act


Project Vida assists qualifying individuals and families with enrollment in Affordable Care Act health insurance coverage. Project Vida is a member of the Enroll El Paso Coalition. Selected community outreach workers (promotores) are trained and credentialed as Certified Application Counselors to enroll people in Affordable Care Act insurance plans. The Affordable Care Act is also known as the ACA or "Obamacare."

The ACA allows consumers to shop for, apply for, and enroll in a private health insurance plan which is affordable for their families. If an applicant does not qualify for ACA coverage (sometimes because he/she cannot afford the monthly premium), our promotores help find appropriate coverage for the applicant and his/her family.

The ACA website, healthcare.gov, is accessible by anyone with a computer. However, Project Vida's promotores gladly can answer all your questions and help you through the entire enrollment process.

Certified Application Counselors are available year-round to assist with the ACA's special enrollment period to report life-changing events, with review of ACA documents, and with exemptions to avoid penalties for non-enrollment.

As a member of the Community Partners program through Federally Qualified Health Centers, the Certified Application Counselors also can assist with enrollment in CHIP and Medicaid for health coverage, and SNAP for food stamps.

To find the Navigation offices in the Central Administration Building, enter through the main entrance, take the stairs or the elevator to the second floor and either exit the stairs to the left, or the elevator to the right, and the Navigation office will be on your left.

For your visit, please bring the following information and documents, if possible:

  • Picture ID (driver's license, passport, ID card, or other current lawful documentation)

  • Employer and income information for every member of your household who needs coverage (W-2, checks stubs, or tax returns)

  • Policy number for any current insurance

  • Copy of current Medicaid or CHIP documents (if applicable)

  • Health insurance information available at you or a family member's place of employment.

  • Social Security card (or document number for legal immigrants; resident card or certificate of naturalization)

Project Vida will assist people regardless of their ability to provide this documentation. Please do not allow access to documentation to act as a barrier to seeking services.
