ABAG Passes First Comprehensive Housing Approach in Bay Area History
NPH Applauds Passage of Critical Compact Guided by “3 Ps”


January 19 – San Francisco. After hours of feedback from the community that lasted into the night and early morning, ABAG voted with overwhelming support to pass the CASA compact, the Bay Area’s first comprehensive regional approach focused exclusively on housing, for ABAG President David Rabbitt’s endorsement.

The Compact, which included 10 total elements, was guided by the “3 Ps,” a framework that dictates that an equitable, successful approach to our housing region incorporates all three elements of: production of new homes, preservation of existing housing affordability, and protection of tenants. Housing experts and advocates have long promoted this framework as the region’s best approach to making significant progress on our housing emergency.

“Community, business, and local elected agree – the framework of production, preservation, and protections in our housing policies is what is need to drive bold solutions to our region’s housing crisis and provide badly-needed relief for all of our community members,” said Amie Fishman, Non-Profit Housing Association Executive Director and CASA Technical Committee Member. “Now is the time for the legislature to take action to hold this framework together through a unified and coordinated legislative package.”

In particular, advocates are enthusiastic about the compact’s commitment to invest significant, new resources for Bay Area affordable housing, with a proposed $1.5 billion annual dedicated funds to affordable housing production, preservation, and tenant protections for our most vulnerable community members.

CASA was launched in June 2017 to explore new, innovative approaches to develop game-changing solutions to the Bay Area’s housing crisis.

CASA originated as a result of a commitment made by MTC and ABAG to advocacy groups including the Non-Profit Housing Association of Northern California, Greenbelt Alliance, Public Advocates, and Urban Habitat when the agencies adopted Plan Bay Area in 2017, which called for the creation of a regional strategy to address our housing crisis.
