Summary

NOAA Fisheries proposes to issue an Endangered Species Act (ESA) section 4(d) limit 5 determination for the Clackamas Hatchery Spring Chinook Salmon program and associated hatchery operations in the Clackamas River basin (see Resources, below).

Before finalizing the determination, NOAA Fisheries is providing the state plan for public review and comment.

The ESA Section 4 Limit 5 determination is for the Clackamas Hatchery Spring Chinook Salmon program, which allows for state or federal hatchery programs to be operated. This program propagates ESA-listed Lower Columbia River Chinook salmon.

The hatchery program is intended to:

  • Mitigate for fish losses caused by the construction and operation of the dams on the Clackamas River and mainstem Columbia River, and
  • Provide fishing opportunities for states and tribes.

This program, which is described in the Hatchery and Genetics Management Plan (HGMP), was submitted to NOAA Fisheries for review and authorization. The HGMP describes the program in detail, including monitoring and evaluation to assess performance in meeting conservation and supplementation objectives and their effects on ESA-listed spring Chinook salmon. The HGMP was submitted for the above-mentioned ESA compliance pathways.
