Description
PCC has a strong partnership with the Montgomery County Department of Health and Human Services’ (DHHS) Latino Health Initiative (LHI: https://www.lhiinfo.org/ ), to build multi-partner programming that lifts up the health and wellbeing of Latino residents of Montgomery County, MD.  

The Latino Health Initiative (LHI) mission is to improve the quality of life of Latinos living in Montgomery County by contributing to the development and implementation of an integrated, coordinated, culturally and linguistically competent health wellness system that supports, values, and respects Latino families and communities.

LHI promotes a comprehensive and holistic approach to health and wellness by working with stakeholders throughout the County to enhance coordination of existing health programs and services targeting Latinos; develop models of programs and services for Latinos; provide technical assistance to programs and services serving Latinos, and advocate for policies and practices that effectively reach Montgomery County’s Latino Communities.

PCC administers LHI contracts with community partners, provides fiscal management and other administration activities for LHI programs, and provides some program staffing. 

The Program Manager is an integral member of the County LHI management team that oversees and supports several LHI public health programs/activities and works closely with community partners. The Program Manager receives program direction from the County LHI Senior Manager and/or her designee, fiscal administrative direction from the PCC Administrative Manager, and human resources support from the PCC Human Resources Manager.  

Responsibilities include:
  • Participate in strategy, planning, implementation, and review meetings regarding the LHI Public health programs/activities. 
  • Provide support to LHI staff for achieving performance goals across LHI programs, including technical backstopping and training.  
  • Coordinate across DHHS and with departments and agencies of the Montgomery County Government as needed to ensure coordinated services across community partners.
  • Review and develop metrics, data collection methods, analysis, and reports related to the processes, outcomes, and findings of the programs. Provide support to LHI senior management in budget management, development of protocols, development and review of quality assurance and reports. 
  • Provide briefings and presentations to County, partner, and /or other representatives, as needed.
  • Oversee one direct report, the program coordinator.  Approve timesheet, conduct annual review, provide regular input on work efforts, provide mentoring and coaching for career growth. 
  • Monitor the budget for the PCC contract with LHI for this program support.  Work with PCC Administrative Manager to ensure expenses are charged to appropriate line items, line items do not exceed budget, and budget modifications are completed by PCC fiscal staff and County if needed. 
  • Maintain project plans and, with LHI staff, ensure activities, events and deliverables of partners are timely and complete.
  • With PCC administrative support, ensure contracts are in place with program partners, partner deliverables meet contractual obligations, and invoicing is accurate and timely.  Interface with program partners as needed to resolve issues.
Required Knowledge, Skills and Abilities:

• Knowledge of and experience with application of the principles and practices of public health administration and management, including the process of planning, organizing and implementing public health approaches.
• Experience  directing, monitoring, and supervising staff or subcontractors.
• Knowledge of methods and procedures for the collection or organization, interpretation, and presentation of information/data.
• Knowledge of the basic principles of budgeting, fiscal controls, procurement, and statistics.
• Knowledge of management practices and methods. Ability to problem-solve and flexibly responding to changing requirements. Ability to adapt and apply the concepts and techniques of administrative analysis to the needs of the programs.
• Ability to identify problem areas and recommend appropriate solutions based on logical consideration of alternatives.
• Ability to interpret and apply a variety of regulations, standards, and procedures.
• Ability to prepare and present reports or recommendations clearly and concisely.
• Ability to compile financial and operational data and to analyze charts, reports, statistical, and budgetary statements.
• Ability to coordinate the activities of various organizational units, technical components, and partners.
• Ability to plan, organize, and direct the work of others such as staff and partners.
• Ability to provide effectively presentations to small groups. 
• Ability to establish and maintain effective working relationships with County officials, community groups, and partners.
• Ability to work independently with minimal direction. 
• Excellent organizational skills.
• Experience with Microsoft 365 programs.
• Ability to travel within Montgomery County, MD to project services delivery sites, as needed.
• Fluency in English and Spanish language speaking, reading, and writing skills. 
• Ability to work evenings and on weekends occasionally for program events.

Preferred Knowledge Skills and Abilities: 

• Knowledge and experience working and collaborating with community-based partners.
• Knowledge of the operation of complex public health services and programs.
• Experience working for and serving the Latino community. Experience leading matrixed teams or subcontractors in a fast-paced setting.

Required Qualifications:
 
A Bachelor’s degree in Public Health, Administration, Public Administration, Management, or related field from an accredited college or university and a minimum of 5 years of relevant experience in professional-level administrative, operations, or an equivalent combination of education and experience for Master’s degree or higher educational attainment.
