Gun Violence and the 2024 Session

 

Gun Safe Schools
UULM-MD created a curriculum in 2023 for Gun Safe Schools — “gun safes save lives”. Four million children in USA live in homes with easy access to guns. Unsecured guns are used in mass shootings in schools, accidental shootings, and suicides. In 2023, Maryland general assembly passed Jaelyn’s law to require that gun owners store their firearms in gun safes.
 

PASSED - HB 416/SB 432 - In 2024, UULM-MD supports the Trauma-Informed Active Shooter Safety Drill legislation. It will require schools to notify parents of Jaelyn’s law for gun safes and will standardize Active Shooter (Lockdown) Drills and ensure that they are utilizing trauma-informed practices.  To this end, it requires practices that are trauma-informed (no loud noises, no fake blood, no actors with fake weapons) and requires that schools provide advance notification to families so gun violence survivors can be so informed.

UULM-MD hosted a UU Youth LEGICON on this legislation on January 15, 2024. Teens actively discussed the issues and voiced their concerns, and we created brave space for sharing of personal experiences. They practiced writing their stories into testimony for this legislation. They made rally posters, met the bill sponsor, and took a tour of the legislative buildings.
 

The Gun Safe Schools curriculum also includes two sessions for adults to BE SMART. Adults can learn about gun safes and discuss being responsible gun owners. Parents can review questions to ask when arranging playdates for their children: “do you own a gun?” Congregations can host a BE SMART meeting with local schools, or interfaith partners.
 

We are also hoping to present the “Gun Safe Schools” curriculum to members of the Maryland General Assembly.

This effort is supported by a grant from the Fund for Unitarian Universalist Social Responsibility.

Other Priorities for Gun Violence Prevention - We are with coalition partners to support our state priorities. State leaders are still discussing their priorities. We will update this issue area as we get more definitive set of priorities.

PASSED - SB 488 /HB 947 - Gun Industry Accountability - Currently, the gun industry has blanket immunity from liability for injuries from firearms through the federal Protect Lawful Commerce in Arms Act (PLCAA).  Meanwhile, we regulate cars, tobacco, baby seats, and other items of daily use.  The proposed bill would hold firearm makers liable through civil suits in Maryland.  If passed, it would give survivors and families of victims a way to hold the gun industry liable for their injury(ies) through nuisance laws. SB 784 /HB 935 - Comprehensive Community Safety Funding Act - This bill would direct some funds from the purchase of guns or ammunition to funds that aid victims of gun violence.  Communities are devastated by mass shootings and individuals endure continuing trauma and need various forms of assistance. Society needs to provide care and assistance to victims harmed by gun violence.

PASSED - HB 583/SB  475 - Maryland Center for Firearm Violence Prevention - This is Governor Wes Moore’s initiative and will create a center to oversee the enforcement of gun legislation. The center can coordinate law enforcement across multiple agencies to ensure enforcement adheres to the intent of the regulations.

SB 752 /HB 794 - Do Not Sell List - This measure would require the Department of State Police to create and maintain a Maryland Voluntary Do Not Sell Firearm Registry in which a person may voluntarily enroll for the purpose of being prohibited from obtaining a firearm. It would also prohibit a dealer or other person from selling, renting, loaning, or transferring a firearm to a purchaser, lessee, borrower, or transferee who the dealer or other person knows or has reason to believe is registered on the registry.

OPPORTUNITIES to get involved
The GVP Issue Lead welcomes individuals to join the GVP team. Individuals can follow one of
the priority issues in order to monitor: (a) committee hearings, (b) monitor monitor amendments proposed to chang the initial text of a bill, and (c) UULM-MD communications and discussions on the issue.
 

The GVP welcomes support for outreach to interfaith partners. We are more successful when
we have common purpose with other partners.
