Representative Adriano Espaillat Introduces The Earth Bill

Bill Supports a Comprehensive Transition to Renewable Energy, Requiring 100 Percent Renewable Electricity, Zero Emission Vehicles, and Regenerative Agriculture by 2030

WASHINGTON, DC -- Today, Representative Adriano Espaillat (NY-13) introduced The Earth Bill, legislation that aims to bolster America’s transition to renewable energy practices and address the inequitable impact that extreme weather events linked to climate change have on vulnerable communities around our nation.

Recent studies show that people of color, women, children, the elderly, persons with disabilities, low-income persons, and individuals with underlying health conditions, face even greater health risks due to climate change. In addition, the National Centers for Environmental Information found that in 2021, there were 20 climate disaster events with losses exceeding $1 billion each to affect the United States. If inaction continues, the United States and the world will begin to see even more devastating effects such as food insecurity, drought, poverty, and displacement.

“Greenhouse gas concentrations are at their highest levels in two million years and the decade from 2010-2019 was the warmest decade on record, according to the United Nations,” said Rep. Espaillat. “Communities of color are disproportionately impacted at much higher rates by this warming although they are the least responsible for contributing factors. We stand to lose the most if we fail to address climate change in ways that present real comprehensive solutions. My bill addresses these impacts and works to avoid mounting loss of life, biodiversity, and infrastructure. We must take ambitious, accelerated action to adapt to climate change, while also making rapid, deep cuts in greenhouse gas emissions. Congress must step in to enact bold legislation that effectively addresses the climate crisis we face, because the changes we make today will have resounding benefits here at home and around the world.”

Espaillat’s Earth Bill:

1. Mandates 100 percent renewable electricity production by 2030;

2. Amends the Clean Air Act to mandate 100 percent zero emission motor vehicle production;

3. Establishes 100 percent regenerative agricultural practices in the United States; and

4. Creates grant programs to assist in the transition to renewable electricity, zero emission vehicles, and regenerative agriculture.
