Main Purpose of Job

Within the Maryland Department of Health (MDH), the Prevention and Health Promotion Administration (PHPA)'s mission is to improve the health of Marylanders by reducing the transmission of infectious diseases; helping impacted people live longer and healthier lives; and protecting individuals and communities from environmental health hazards. PHPA works in partnership with Local Health Departments (LHDs), providers, community-based organizations, and public and private sector agencies, in order to provide public health leadership in the prevention, control, monitoring, and treatment of infectious diseases and environmental health hazards.

The main purpose of this full-time contractual position is to function within PHPA’s Infectious Disease Epidemiology and Outbreak Response Bureau (IDEORB) by supporting its work, including maintaining, enhancing, designing, and building data collection tools in the REDCap online database system. This position will create and manage REDCap user accounts, as well as implement data collection instruments, active surveillance, data quality rules, and reports. This position will also integrate third-party add-ons and exchange data through the REDCap Application Programming Interface (API).

MINIMUM QUALIFICATIONS

Experience: Two years of experience, designing, developing, implementing, maintaining, and controlling database management systems for computers; and testing, implementing and maintaining applications systems and programs using generally accepted computer programming languages or maintaining and modifying operating systems for computers.

Notes:

1. Candidates may substitute graduation from an accredited high school, or possession of a high school equivalency certificate and thirty credit hours from an accredited college or university in Computer Information Technology, Management Information Systems, Computer Science, or other information technology-related field to include course work in Database Management Systems for the experience of designing, developing, testing, implementing and maintaining applications systems and programs using generally accepted computer programming languages, or maintaining and modifying operating systems for computers. 

2. Candidates may substitute two years of experience operating computer systems; scheduling, controlling input and output; maintaining a tape library to process data on computer systems; or converting data from project specifications by developing program code using generally accepted computer programming languages, on a year-for-year basis, for graduation from an accredited high school or possession of a high school equivalency certificate.

3. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university in Computer Information Technology, Management Information Systems, Computer Science, or other information technology-related field to include course work in Database Management Systems for two years of experience designing, developing, implementing, maintaining, and controlling database management systems for computers for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a Commissioned Officer in Database Administration classifications or Database Administration specialty codes in the Information Technology field of work, on a year-for-year basis, for the required experience. 

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have experience using the REDCap online database system.

SPECIAL REQUIREMENTS

Employees in this classification may be subject to call 24 hours a day and, therefore, may be required to provide the employing agency with a telephone number where the employee can be reached.

Candidates may remain on the certified eligible list for a period of at least one year. The resulting certified eligible list for this recruitment may be used for similar positions in this, or other, State agencies.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract, and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. 

You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12-month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
