BIOGRAPHICAL NOTE

Hazel M. Johnson (1935-2011)

Hazel M. Johnson, the “Mother of Environmental Justice,” founded the People for Community Recovery to fight environmental racism on Chicago's heavily polluted southeast side. Across the U.S. she inspired other poor and minority grassroots organizations to organize to fight the corporate, governmental, and cultural causes of the pollution placed in their communities. Self-educated, she provided testimony and documentation that revealed the extent of that pollution. She fearlessly worked for change at the highest levels of federal government and reached out to empower her own neighbors at home. In the environmental justice movement Johnson joined such outstanding women leaders as Peggy Shepard, Dollie Burwell, Emelda West, and Margaret Williams. During her forty years in the movement she worked closely with othegroundbreakers such as Benjamin F. Chavis and Charles Lee.

Hazel M. Johnson was born Hazel Washington on January 25, 1935 in New Orleans, Louisiana, to Mary Dunmore and Clarence Washington. From 1949 to 1951 she attended the first two years of high school at Thomas Jefferson High School in Los Angeles, California while living with an aunt. She married John Johnson, whom she met in New Orleans. In the mid-1950s the Johnsons moved to Chicago. There Hazel Johnson worked from 1960 to 1962 as a canvasser in the The Woodlawn Organization (TWO), recruiting new members for that African American neighborhood organization. In 1962 the Johnsons moved to Altgeld Gardens Homes, a very large, segregated public housing project built in 1945 to house African American veterans and war workers on Chicago's far southeast side, in the heart of the vast Calumet industrial area. After 1956 it was managed by the Chicago Housing Authority (CHA), and housed approximately 10,000 residents, mostly low-income families with children. Hazel Johnson continued to work and to raise the couple's children there. She was employed as a mail sorter for the U.S. Postal Service in from 1965 to 1967. In 1968-1969 Johnson worked for Continental Temporary Services, as typist, filing clerk, or receptionist. That job was followed in 1969 by her service as receptionist and general office support at Parents and Friends of Retarded Children. She began to work nights so that she could be with her children during the day.

In 1969 Hazel's husband John died of lung cancer--a sadly sudden event for a relatively young man who rarely smoked. The Johnsons' seven children, then aged from 2 to 16 years, suffered from a variety of mostly skin and respiratory ailments. Hazel Johnson worried about the environment surrounding Altgeld Gardens. Factory chimneys were spewing noxious fumes and toxic waste dumps festered underground. The air, water, and soil of Altgeld Gardens produced constant emissions. After seeing a TV program about environmentally-related cancer in the 1970s she began to research environmental pollution. She contacted governmental boards of health and various regulatory bodies and questioned academics and activists.

The primary conclusion she drew was that her low-income minority community was deluged by pollution because manufacturers and government regulators thought they could perpetuate this injustice if the victims appeared poor and powerless. She further discovered that Altgeld Gardens had been built upon a toxic waste dump and sewage farm created by the Pullman Palace Car Company and town decades before. She talked to her neighbors and concluded that they too experienced ailments far too numerous to be normal. Recruiting volunteers, she began systematically collecting health survey data to back up these stories and to support the demand that government regulators enforce antipollution laws on the books. Also, she realized that obtaining these results would require constant monitoring and repeated demands for compliance.

In this same period, Hazel Johnson began to publicize her view that the CHA did not maintain its buildings properly and ignored residents' requests for repairs to broken windows, roofs, and plumbing. Johnson first decided to mobilize residents to confront the CHA. In 1970 she ran for office as block captain, thereby earning a seat on the Altgeld Gardens Local Advisory Council (LAC) which she held until 1979. Johnson also realized that the CHA itself contributed to the polluted environment by ignoring toxins that emanated from the original landfill beneath Altgeld Gardens. Later, in the mid-1980s, she would discover that the entire housing project had been built using asbestos, a fact at first denied by CHA. At that time she also would learn that the CHA had dumped PCB waste on the Altgeld Gardens site. Throughout this period, Johnson's relationship to the CHA remained both confrontational and cooperative. PCR worked with CHA to carry out such projects as lead abatement training, housing rehabilitation, and youth programs.

Meanwhile, Hazel Johnson had also identified the major polluters surrounding Altgeld Gardens, such as Waste Management, Sherwin-Williams Paint Co., PMC Specialty, Ford Motor Co., and the Metropolitan Water Reclamation District of Chicago. Sharing this information with her neighbors, she organized the residents into groups to confront these polluters with demands to stop. Having achieved success with these methods, in 1979 Johnson founded "[my] own not-for-profit community-based environmental organization," People for Community Recovery (PCR). In 1982 PCR officially incorporated as a not-for profit organization. Just before that, Johnson had lost her job at a City of Chicago funded program for children with disabilities. She then survived on public aid assistance rather than a steady salary from PCR, and devoted her all of her time to PCR's work.

By 1982 the story of Hazel M. Johnson and the history of People for Community Recovery become a unified narrative. Johnson had joined the environmental movement, which in the 1960s and 1970s was a largely white, middle-class movement intent on preserving wildlife, recycling, and storing toxic waste far from their back yards. To build grassroots power behind the environmental justice movement Johnson took her message on the road, rallying other victims of environmental racism and injustice. She was able to unite isolated communities of color into the movement. In the 1970s and 1980s Johnson had often found herself the only minority person in attendance at environmental movement conferences. In 1992 she realized her dream of attending the first National People of Color Environmental Leadership Summit, which took place in Washington, DC. Johnson received her title,"Mother of the Environmental Justice Movement," at the conference. By then, her PCR organization of Altgeld Gardens neighbors had an executive director (her), an administrative assistant, four outreach workers, thirteen board members, 200 dues-paying members, volunteers for a large number of programs, and a $125,890 budget raised almost entirely through successful grants writing.

Throughout her years as founder, CEO, president, and/or executive director of PCR, Hazel Johnson employed a number of strategies that achieved desired results. First, she educated herself consciously through research and through direct contact with the most knowledgeable and most dedicated professionals she could find. A number of them joined PCR's work, such as activist and author David Pellow, medical authorities Dr. Robert Ginsburg and Dr. Herbert Wright, and the Chicago Legal Clinic lawyers Alan Grossman and Keith Hartley. Second, Johnson fearlessly confronted any entity she determined was creating a situation of environmental injustice, no matter how powerful. At the same time she sought to work cooperatively with that entity in order to carry out a training program, file a lawsuit, or write a grant proposal for a joint project. Third, Johnson extended herself to strengthen many other organizations especially local ones, that shared PCR's goals; she served on their boards and co-sponsored programming.

Despite increasingly poor health, Hazel Johnson served PCR until her death from congestive heart failure at age 75, on January 12, 2011. She continued to live at Altgeld Gardens until the end of her life, while her daughter, Cheryl Johnson, gradually assumed the responsibility for PCR's operation.

HISTORICAL NOTE

People for Community Recover (PCR)

People for Community Recovery (PCR) is a grassroots environmental justice organization founded by Hazel M. Johnson and centered on the far southeast side of Chicago, Illinois. Johnson formally organized and named the group in 1979 and incorporated it officially in 1982 as a nonprofit organization. The mission of PCR centered on fighting environmental racism as it affected the residents of Altgeld Gardens public housing project. This included educating residents about their rights as tenants and about the health dangers of pollution, supporting their actions against polluters and negligent government bureaucrats, and fostering training and sustainable job opportunities for them.

Starting with Hazel Johnson's 1980 survey of Altgeld Gardens residents' cancer rates, PCR carried out a number of other surveys to determine the many effects of pollution that were not being adequately monitored by the Chicago Board of Health or other regulatory bodies. Those include a more comprehensive health survey undertaken in 1984, a massive survey carried out with the support of University of Illinois School of Public Health in 1992-1993, and a grant-funded Resident Education About Lead (REAL) canvass in 1997. All of these surveys revealed abnormally high rates of respiratory, pulmonary, and skin-related disease in addition to high infant death rates and cancer.

In its first years PCR directly confronted corporations or government entities that were obvious polluters, such as Waste Management and the Metropolitan Water Reclamation District, while often working in cooperation with other local community groups. In a highly-publicized action in 1987, hundreds of protesters blocked the gate of CID Waste Management to prevent some 57 dump trucks from discharging into the landfill. Other protests led to permit revocations for the Paxton Lagoon and the O'Brien Lock and Dam Landfills. PCR joined persistent local lobbying of EPA, helped fight the Retail Rate Law that rewarded unsafe waste incineration, testified at hearings, submitted hundreds of anti-landfill petitions, and made public statements that eventually led to a 1992 consent decree in which Waste Management agreed to hire Altgeld residents to monitor compliance. Eventually the opening of new landfills and incinerators in the Calumet region ceased.

Before 1993, Hazel Johnson testified at EPA hearings and joined an environmental task force formed to bring together the EPA, landfill operators such as Waste Management, and local community groups. In 1992 the EPA awarded PCR a grant to provide community-based environmental job training for residents of Altgeld Gardens and its environs, linking pollution control with employment opportunities. Starting with President Clinton's administration in 1993 the EPA undertook a number of initiatives that changed the ways groups such as PCR pursued their goals and, at least at first, led to some successes.

Further pressure from the growing environmental justice movement led to EPA's establishment of an extensive public-private infrastructure designed to involve local communities in planning for pollution eradication and sustainable economy building. In 1993 Hazel Johnson also testified before Congress on these urgent matters. In response to demands for the enforcement of environmental justice, President Clinton signed Executive Order #12898 which placed racial justice foremost in the federal government's environmental mission. Besides requiring all federal bodies to conform, the Order generated a number of EPA initiatives. The National Environmental Justice Advisory Council (NEJAC) provided a federal-level venue in which grassroots representatives could ostensibly influence policy. Hazel Johnson was invited to sit on NEJAC and actively did so for several years. Other public-private coalitions, such as the National Advisory Committee on Environmental Policy and Technology (NACEPT), were put in place by EPA to stimulate sustainable economic growth, assess “brownfields,” and oversee “superfund” toxic cleanups. PCR made its presence felt in many of these groups by speaking authoritatively both on critical environmental issues and also on the need for sustainable economic growth in low-income communities.

In 1998 and 1999 PCR asked the EPA (Region 5) to require verification of soil contamination at the Altgeld Gardens site from PCBs stored there by the CHA years before and later unsuccessfully removed. This PCR action led to an apparently successful attempt by CHA to remove the remaining PCBs.

Regardless of PCR's relationship over time with the EPA, it continued to confront the CHA in order to obtain legally protected rights for Altgeld Gardens tenants and also to enable programs, such as job training, that would benefit the residents. On the one hand, PCR monitored CHA after it was found not in compliance with Occupational Safety and Health Administration (OSHA) standards for asbestos removal; on the other hand, PCR submitted a number of bids, some successful, for jobs for residents that involved rehabbing apartments and providing janitorial services.

PCR worked closely with southeast Chicago's other very active community organizations either by initiating the relationship unilaterally or by joining in a consortium such as Citizens United to Reclaim the Environment (CURE). Locally, the EPA fostered the Southeast Chicago Urban Environmental Initiative(s), or SCUEI, to maximize oversight of local entities with a history of polluting. Connected to that initiative was PCR's relationship with Chicago State University and its (Southeast) Neighborhood Assistance Center which provided resources for such efforts. PCR maintained correspondence with other groups across the U.S.A. as well, and participated in many pivotal conferences over the years. In honor of its tenth anniversary, PCR co-sponsored its First Environmental Conference, "Making a Difference on Environmental Issues in Minority Communities," held at Chicago State University in 1992.

Many of PCR's actions drew success from its effective public relations work with the media. Just four years after incorporating as a nonprofit, PCR was featured in a Chicago Sun-Times series, “The Toxic Trap.” PCR protests, such as the 1987 Waste Management landfill truck stoppage, were tipped to the media in advance. In 1990, PCR invited WTTW-TV to film a community “Town Meeting.” In 1992 PCR launched its own newsletter, F.A.T.E. (Fighting Against a Toxic Environment), which contained articles written by professional environmentalists and environmental justice leaders as well as features about Altgeld Gardens residents and tips on pollution prevention. It appeared occasionally until 1997 (it was published under a new title in 2004, F.A.T.E.²). National Public Radio broadcast a documentary on PCR's work in 2000, as did Northwestern University in 2001 (“The Poison Promise of Altgeld Gardens”).

SCOPE AND CONTENT NOTE

The People for Community Recovery Collection documents the achievements and challenges of that grassroots environmental justice organization under the leadership of founder and president Hazel M. Johnson. The bulk of the records were created between 1986 and the early 2000s. The records document PCR's attempts to obtain safe and functional housing from the Chicago Housing Authority, its actions against the hundreds of polluted waste dumps and manufacturing plants that surrounded Altgeld Gardens Homes, and its close working relationship with many other nonprofit organizations and governmental bodies from Chicago, Illinois, the U.S., and even internationally that comprised the environmental justice movement. Perhaps most striking is the collection's display of Hazel Johnson's organizational acumen as the driving force behind PCR'S pursuit of its goals in these diverse venues. Also of interest are the many PCR programs that provided training and/or jobs for low-income residents in both environmental occupations and also the construction trades.

Materials include meeting minutes, agendas, and notes, along with correspondence and memos both internal and external to PCR, relating to the activities described above. Also illuminating are the large number of grant applications that document PCR goals and achievements and PCR's struggle to remain financially viable. Records from several PCR programs that offered occupational training in environmental careers or construction skills are included. Summaries of neighborhood surveys undertaken by PCR indicate the many health concerns arising from the area's toxic location. Dozens of PCR flyers, handbills, and other program announcements document PCR's wide range of local activities throughout this collection's date range.

Missing from this collection are records from years preceding PCR's 1982 incorporation. Few materials have survived from the period 1982 through 1986. Furthermore, gaps in the existing records render incomplete the documentation of PCR's board of directors, administrative staffing, program activities, and work with other organizations or agencies.

The PCR Archives were received by the Harsh Research Collection staff after its internal organization had been destroyed during storage in a rental facility. Consequently, the current folder arrangement of these materials has been imposed by archival processing. Files created during neighborhood health surveys or job training programs, which contain individuals' personal data, have been removed.

The materials in the People for Community Recovery Collection have been arranged in the following series:

Series 1: PCR history (1987-2006)

Material in this series was created by Hazel Johnson and other PCR members to document the organization's growth and work, mostly for other purposes such as grant applications and public relations. Most of the documents are undated.

Series 2: Hazel Johnson biographical and family records (1935-2006)

The most complete information about Hazel Johnson's life and work may be found in her autobiographical and biographical materials, along with her resumes and her press statements. Also part of this series are some of the many awards Johnson received; some programs from events she attended (usually as honoree); and a clippings file. Most of these records are arranged alphabetically by type of record.

Following those materials, the "Johnson family" listings provide a much smaller amount of material that documents Hazel Johnson's daughter, Cheryl, and several of her children and other family, most of whom also served as volunteers and/or paid staff in PCR. These are arranged alphabetically by the person's name.

Series 3: Manuscripts (1993-2001)

PCR writers produced a booklet, "A Primer to Environmental Action: A Starting Point for Community Involvement," included in this series. Other writings concern environmental racism, the USEPA, and toxic effects of the environment on health. Of note is Patricia Jackson's paper on a PCR health survey of the Altgeld Gardens community. The other materials appear to have been prepared by leaders and others with whom Hazel Johnson worked in the environmental justice movement. They are arranged alphabetically by author or, if none, by title.

Series 4: PCR business files (1982-2006)

This series documents the organization's internal decision-making, public relations activities, and legal and financial status. The researcher should note that the Board of Directors material is almost certainly incomplete with regards to meeting minutes. There are partial records of court cases that PCR was party to against the Chicago Housing Authority, the EPA, and toxic dumping concerns. A significant item is the voluminous material relating to PCR's newsletter F.A.T.E. (Fighting Against a Toxic Environment, 1992-1997), which includes original work from contributors. Also included is a PCR publication, Save Your Life from the Toxic Trap (c. 1997).

Financial records in this series provide incomplete but informative documentation of the ways this low-income minority grassroots organization continued to survive.

The records in this series are arranged into functional sections, including organizational documents, board of directors, correspondence, public relations, office administration (including personnel), and financial, in that order. Within sections, files are arranged either in alpha or chronological order, or in a combination of both.

Series 5: PCR programs (1982-2006)

Along with various services PCR provided to the neighborhood of Altgeld Gardens, PCR mounted ambitious training programs designed to develop residents' skills for environmentally related careers such as culinary and horticultural (After School Matters), or construction trades involving hazardous waste treatment (Minority Worker Training). Records refer to numerous surveys taken of Altgeld residents to determine their health condition (e.g., asthma) and their exposure to toxic waste (e.g., asbestos in their housing). Further documentation details PCR's role in the long fight against the Robbins Incinerator and the Retail Rate Law, and Hazel Johnson's “Toxic Tour” that traversed the hundreds of poisonous sites surrounding Altgeld Gardens. This series documents the educational programs, fact-gathering surveys, and challenges to polluters carried out by PCR, often in cooperation with several other organizations or governmental units.

However, records of PCR's programming relationships with CHA, the EPA, and unilaterally with other organizations have been excluded from this series because of their large volume (for those, see Series 6, 7, and 8). Files in Series 5 are arranged in alphabetical order by program title.

Series 6: Chicago Housing Authority (CHA) (1985-2004)

This series documents PCR's struggle for justice for public housing residents, through tenant representation and advocacy. The former is documented through Hazel Johnson's efforts to open up the Local Advisory Council (LAC), a politically chosen and directed body, to more open control by all residents—partially by her election to a seat on that body. PCR's relationship with CHA is documented through its actions (including court action) to force CHA to respond to tenant requests for basic services. However, the files in this series also show how PCR maintained a cooperative employer/employee relationship with CHA, bidding on various rehab projects or apartment cleanups, and serving as contractor.

Also in this series is a large section devoted to the Altgeld Political Awareness Group (APAG), formed to democratize the Local Advisory Council of Altgeld Gardens. While PCR itself was not directly involved with APAG, PCR members provided impetus and generated the APAG documents in this series.

The series provides some documentation of CHA's citywide bureaucracy and its impact at the local level. Also included are materials from the U.S. Department of Housing and Urban Development (HUD). The series is arranged into sections: CHA material, PCR material, HUD material, Altgeld Gardens LAC material, and APAG material. Files are in alphabetical or chronological order within these sections.

Series 7: U.S. Environmental Protection Agency (EPA) (1985-2001)

This series provides documentation of the enormous reach and complexity of the EPA during the years in question, and the diverse ways that Hazel Johnson and PCR participated in it and protested against its failures. The material represents the huge number of commissions, committees, initiatives, and similar groups that blended federal EPA staff with nonprofit environmental organizations, corporate officials, other governmental agency representatives, from local efforts to federal-level deliberation. These entities included the Brownfields Forum, Common Sense Initiatives, Council on Environmental Quality, National Environmental Justice Advisory Council (NEJAC), National Advisory Committee on Environmental Policy and Technology (NACEPT), and Superfund committees, among many.

Inserted into this array are the files relating to the Illinois Environmental Protection Agency (IEPA). The organizations joining with PCR on these bodies include unions, universities, nonprofit environmental justice organizations, churches, local government health agencies, ranging from local to national in scope. Materials in this series provide insight into the many ways that the EPA engaged these organizations in marginal matters while avoiding progress on the primary issues involving polluters and environmental racism.

The series also documents Hazel Johnson's role at many levels of the EPA. She was often invited to participate on EPA-sponsored bodies. Activists such as Charles Lee (United Church of Christ) and Robert Bullard (Atlanta University) likewise appear in the record.

The series is arranged in alphabetical order by file title, with the exception of the federal Agency for Toxic Substances and Disease Registry (ATSDR) records which are placed at the end of the series. In this alphabetical arrangement there is a section for the EPA itself. Because the EPA provided grants to antipollution organizations, the researcher is directed to see also the EPA materials in Series 9 (Grants).

Series 8: Other Organizations (1986-2005)

This listing of over 200 entities illustrates the variety of groups (both local and national) involved in the environmental justice movement with PCR. The organizations here related to PCR primarily on a unilateral level as opposed to the multi-group programming mentioned above in Series 5-7. Examples of long-term relationships include Calumet Community Consortium, Chicago Association of Neighborhood Development Organizations (CANDO), Chicago State University, Citizens for a Better Environment (CBE), Coalition of Black Trade Unionists (CBTU), Greenpeace, Lead Elimination Action Drive (LEAD), Roseland Community Hospital, Southeast Chicago Community Task Force on the Environment and Solid Waste Disposal, Southeast Chicago Development Commission. Of further note is the Chicago Legal Clinic, Inc., later identified locally as Southeast Chicago Legal Clinic, where Alan Grossman and Keith Hartley prepared PCR's court actions against both polluters and government agencies. But groups with whom PCR worked ranged in scope from local to national to international, from religious to recycling, from grassroots to mainline. A few local government agencies are included here as well. Because some organizations also provided funding, the researcher should see also ?Series 9 (Grants) for names of funding entities. This series is arranged in alphabetical order.

Series 9: Grants (1986-2007)

A wealth of material may be found in the Grants Series that provides a narrative or chronological outline of PCR's activities in a concise format often not found in other series.

This series includes a section on general granting materials, a section on the EPA grant applications and proposals, and a section for applications and proposals to all other funding sources.

The general grant materials section includes listings of funding sources and procedures followed by PCR grant applications not directed to a specific funder.

The second section, containing material involving EPA funding, has been organized by purported grant proposal or application number, not necessarily chronological. Also, the researcher should note that certain application or proposal titles changed over time perhaps due to changes in grantor funding initiatives. Many grant proposals to the EPA also involved requests to other (private) funding sources. All other grant applications not directed to the EPA or related governmental entities may be found in the third section following the EPA materials, in alphabetical order by funding entity.

Series 10: Conferences (1988-2005)

This series includes conferences, forums, summits, symposia, and other gatherings that Hazel Johnson, or her daughter Cheryl, attended and often helped to organize. Of note are two significant conferences in the history of environmental justice: the First and Second National People of Color Environmental Leadership Summits (1991 and 2002). Hazel Johnson is given credit for helping to initiate this conference in 1991. Also found are the two sections of the 1992 United Nations Conference on Environment and Development (UNCED), including the Official Programs in Rio de Janeiro and the Grassroots Peoples Conference held in conjunction in New York City. This series is arranged in alphabetical order by title.

Series 11: Subject Research Files (1977-2001)

Subject research files include a number of important reports and other material relating to environmental justice and science issues critical to the work of Hazel Johnson and staff. This series provides only those materials not directly created by entities in other series, such as the EPA. (Series 7). Of note is the report, Inconclusive by Design: Waste, Fraud and Abuse in Federal Environmental Health Research, by Dick Russell, Sanford Lewis, Brian Keating, 1992, concerning the Agency for Toxic Substances and Disease Registry (ATSDR). The files are arranged by types of material including articles, bibliographies, clippings, government publications, guides, reports, general resource materials, and serial publications. Researchers should note that serials are housed both in Box 61 and also in Box 63 (oversized only).

Series 12: Photographs (1992-2004, n.d.)

A small series of some sixty photographs provides several views of Hazel Johnson in the 1990s, a few of the buildings of Altgeld Gardens Homes targeted by PCR for program use (1990s), and youth trainees in one of PCR's training programs at Altgeld Gardens (c. 2004).

Series 13: Memorabilia (1990s)

This series comprises a very small number of business cards and other contact information collected by Hazel Johnson and Cheryl Johnson, as well as a desk calendar from 1994 probably used by Patricia Jackson, who served as PCR principal environmental policy coordinator and grants administrator during the 1990s. The calendar contains notes about meetings, appointments, and other events or deadlines.
