Contracts and Grants Administrator - Limited Service (Req ID: 20622)

This American Rescue Plan Act (ARPA) Limited-Service Position is responsible for conducting professional and technical work involving the procurement of goods and services, contract and grant drafting, administration of contract and grant agreements for ARPA funding received by the Child Development Division of Vermont's Department for Children & Families. The work requires a level of familiarity with Uniform Guidance as well as other state and federal regulations. Will perform compliance monitoring to the extent required by the state and federal legislation on contract and grant agreements. The incumbent will draft and process requests for proposals, contracts, grant agreements, memoranda, requests for information, quotes and proposals and will maintain tracking systems for work in process. Will team with other ARPA unit members to facilitate the required application and award process. Will develop and facilitate a program integrity monitoring process. Will prepare recommendations to the appointing authorities for approval of notices to proceed, amendment requests, sole source and bidder contracts and grant agreements. Will recommend if justification is adequate for amendment requests for contracts and grants.

Business Services Specialist II - Limited Service (Req ID: 20661)

This American Rescue Plan Act (ARPA) Limited-Service Position is responsible for working within complex and diverse program components including reviewing records and reports submitted by program participants or agency staff for compliance with legal, regulatory or policy standards. Responds to inquiries from the public, governmental officials, or other jurisdictions. Responsible for requesting and collecting program data; editing and analyzing the data and performing complex and specialized technical work, administering an agency program including technical and clerical processes, legislative review, and public outreach. Performs in-depth analysis of program needs and recommends policy and procedural modifications. Reviews and processes applications and invoices. Communicates program changes and plans and develops outreach strategy to other stakeholders. Attends stakeholder meetings or other meetings to gather or distribute program or technical information. Develops and maintains various filing systems, including digital systems. Processes various types of claims, requisitions, refunds, and division related financial reconciliation and reports. Analyzes data and writes status reports. Performs in-depth analysis of program needs and recommends policy and procedural modifications.

Business Application Support Specialist - Limited Service (Req ID: 20681)

This American Rescue Plan Act (ARPA) Limited-Service Position is responsible for providing professional systems support, analysis, troubleshooting of business application systems for the ARPA federal funding program. Will perform as lead subject matter expert in application development, processing, and tracking of applications, awards and required data. Will conduct a system-impact analysis of requests due to business process changes. Will provide expert subject matter, business, and systems support to the systems that support applicants and other users of the program. Will provide support for assistance for users experiencing issues with using the system. Will evaluate and prioritize requests and determine appropriate action for resolution and follow through. Will be responsible for oversight and fixing of data errors resulting from critical interfaces with federal, state, and business-partnered entities. Will lead the development and proposal of strategies to reduce workload and enhance flexibility using the business application and recommend potential system enhancements. Will troubleshoot production problems and pursue enhancements and remedies to the business application system and liaises with IT staff or other staff, as necessary. Will be responsible for gathering, tracking data to support federal and state requirements related to the ARPA.

Communications and Outreach Coordinator - Limited Service (Req ID: 20682)

This American Rescue Plan Act (ARPA) Limited-Service Position is responsible for working directly with staff to develop strategies and implements consumer outreach, education and technical assistance activities related to the ARPA funding programs.  Duties will involve developing public relations materials, website, and other promotional and educational activities for ARPA funding. Responsible for developing and implementing strategies for outreach and technical assistance to stakeholders.  The incumbent will consult on communications issues as needed. Act as the media liaison with the Department staff as necessary. Serve as an information resource for the media, prepare reports, press releases, and consumer articles, as necessary. Serve as an information resource for prospective applicants, stakeholders, public, members of related organizations, policymakers, and others in either answering inquiries directly or routing the inquiry to the correct individual. May serve as editor of Division publications related to ARPA. May serve as webmaster for the Division's ARPA internet site and may assist outside groups with the development and maintenance of their ARPA internet presences. Oversees overall appearance and content of these sites for utility and ease of navigation. Will write, design, produce, and market various ARPA publications as needed. Edits drafts, letters, and presentations as requested by managers.
