Oppose an extreme COVID-19 exemption for religious institutions
HB2648 purports to protect churches from discrimination during the pandemic, but goes too far in granting them special privileges.
Last year, churches sued New York State over an Executive Order issued by Governor Cuomo. The order banned churches from holding large gatherings, but — according to plaintiffs — did not enforce the same requirements on secular businesses. (i.e. acupuncture facilities, camp grounds, stores, garages). The court ruled that New York unfairly singled out churches for harsh treatment.
Now Arizona has introduced HB2648, which ostensibly protects Arizona churches from being singled out in a similar manner — but takes things way too far.

This means that any religious service — churches, religious community services, the Hobby Lobby — could have an absolute right to continue operating as normal, during any state of emergency. Ever.

What you can do:
1. Sign into Request to Speak (RTS) against both bills.
2. If you can speak remotely before the committee, indicate so on RTS and email HouseJUD@azleg.gov 24 hours before the hearing.
