What it is
In order to create the affordable housing of the future, a healthy built environment that works for all, our industry must incorporate innovation where construction, demographics, and government action meet. Construction including modular housing, 3-D printed housing, tiny houses—each of these tantalizing concepts represents a glimpse into the future of affordable housing. Demographically, U.S. population shifts—from the aging of Baby Boomers and Millennials to the influx of Generations Y and Z—bring new challenges in home design requirements and affordability. Finally, the constant threat to the Low Income Housing Tax Credit (LIHTC) and other housing finance programs sharpens our awareness of the vital role government policy and elected officials play.
This year’s Symposium asks all of us in the affordable housing industry to let our imaginations run free and explore the possibility of a future with abundant, resilient housing that is affordable to people at all income levels and appropriate to where they are in their lives. What else will this housing comprise? Build-to-rent single-family homes? “Missing middle” fourplexes and cottages? Amenity-laden “smart” apartments? The answer is probably yes to all, plus a number of innovations we haven’t yet imagined. We hope you will join us for an evening of lively discourse and expert opinion to help affordable housers draw up blueprints for a future filled with sustainable, inventive housing for generations to come.
How it Works
The 2022 NHPF Symposium revealed that Generation Z (the term used to describe those born between 1997 and 2012, growing up in the Internet age) represented the demographic with the greatest potential to support affordable housing efforts—both philanthropically and professionally. The 2023 survey will seek this cohort’s views on what must be implemented to meet the housing needs of a rapidly growing, ever-changing population, with particular emphasis on construction, demographics, government and innovation. We will compare and contrast these views with those of experts in the field—developers, funders, policymakers, and advocates. The event will take place at Union Station in Washington, DC. Registration begins at 3:30 pm.
Who Benefits
Operation Pathways, a subsidiary of The NHP Foundation, transforms affordable housing communities through customized onsite programs and coaching where residents partner with service practitioners to gain skills, overcome obstacles, achieve goals and live well. Operation Pathways is a CORES-certified resident services provider and was the first resident services provider in the country to receive this distinction. CORES certification is awarded to affordable housing service providers based on the strength and quality of their infrastructure, systems, programs, and outcomes. Operation Pathways operates at 31 sites accompanying thousands of residents every year on their journeys to a better life. Because where you live matters and how you live matters more.

3:30 PM Registration begins in Palm Court
4:00 PM One (1) hour networking cocktail party, including an open bar and passed hors d’oeuvres
4:30 PM Begin transition into the East Hall with assigned seating at round tables of ten (10)
5:00 PM Program begins, bars remain open

2023 NHPF Awardees
NHPF presents its Affordable Housing Advocacy Award to two champions of legislation supporting LIHTC, Suzan DelBene, Representative (D-WA) and Brad Wenstrup, Representative (R-OH) each of whom have devoted themselves strengthening and expanding LIHTC in recent sessions of Congress, vowing to continue to fight to build or preserve more than 1.5M additional affordable homes.
NHPF presents its Affordable Housing Trailblazer Award to the young affordable housing visionary referred to as a “YIMBY with a conscience.” At 29 years old, Donahue Peebles III is out to change housing development via his tireless work aimed at curbing the effects of gentrification and closing the racial wealth gap. Donahue is the Chairman of Legacy Real Estate Development and handles new acquisitions and business development.
Special Guest Speaker
Ethan Handelman is the Deputy Assistant Secretary for the Office of Multifamily Housing Programs at HUD. He was appointed in February 2021 by the Biden-Harris Administration.
The Office of Multifamily Housing Programs administers the Federal Housing Administration mortgage insurance program for multifamily properties and oversees more than 23,000 assisted properties, including affordable housing for the elderly and persons with disabilities. Approximately 2.6 million families find housing in the Multifamily’ s portfolio of 30,400 properties, which are found in every state and some U.S. territories―urban, suburban, and rural areas.
Prior to joining HUD, Ethan was a Senior Policy Analyst at the Federal Housing Finance Agency in the Office of Housing and Community Investment, which oversees the affordable housing mission activities of Fannie Mae, Freddie Mac, and the Federal Home Loan Banks. There he wrote the amendments to the housing goals for the Federal Home Loan Banks, worked on the Duty to Serve program, and other affordable housing policies.
2023 Keynote Speaker
The 2023 NHPF Symposium keynote speaker is Wemimo Abbey, Co-Founder & Co-CEO, Esusu, the leading financial technology company helping individuals save money and build credit.
Abbey grew up in the slums of Lagos, Nigeria, and came to the United States when he was 17. He and his mother struggled to receive a loan without a credit score and borrowed money from a payday lender at over 400% interest. That experience inspired Abbey and his co-founder to start Esusu, a financial technology company that helps households use their on-time rent payments to build credit. Most recently, Esusu raised a $130 million Series B equity financing round with a $1 billion valuation.
Beyond Esusu, Abbey is Board Member/Commissioner at the Smithsonian National Portraits Gallery. He graduated Magna Cum Laude from the University of Minnesota with a B.S. in Business Management. He earned his M.P.A. from New York University’s Robert F. Wagner Graduate School of Public Service. Abbey was recognized on Forbes 2020 30 Under 30 list, Crain's and Fortune 40 Under 40 2022 list. In 2021 and 2022, he was selected by Goldman Sachs as one of the 100 Most Intriguing Entrepreneurs.
Urban Futurist
Dr. Cindy Frewen, FAIA, urban futurist and architect, teaches the Design Futures Workshop and Social Change at the University of Houston graduate program in Strategic Foresight. She consults, speaks, and writes on urbanization, future cities, and design futures, specializing in the intersection of people, technology, and environment. Clients include the United Nations Development Program, UNESCO, US AID, US Treasury, US Federal Reserve, US General Services Administration, IBM, Hallmark Cards, VF Corporation, Transforming Local Government, and Water.org. She has presented to groups in Dubai, Vancouver, Singapore, Taiwan, Paris, London, Johannesburg, Rio de Janeiro, Washington DC, New York City, Chicago, and many others. She serves on the board of the Kansas City Design Center, chaired the board of the Association of Professional Futurists (APF) for seven years (a global organization of over 500 members in 40+ countries) and wrote a column for The Kansas City Star newspaper.

Roger Krulak, CEO, FullStack Modular, is a construction leader and sought after industry expert at the forefront of using modular materials in affordable housing and other building.
Garet Marr, Managing Director, Franklin Street Insurance Services. Any conversation about the future of affordable housing must include how such housing will be insured and protected. Franklin St.’s forecasting and research knowledge defines industry “best practices.”
