Main Purpose of Job

The Maryland Department of Health (MDH)'s Prevention and Health Promotion Administration (PHPA)'s Infectious Disease Prevention and Health Services Bureau (IDPHSB) responds to the syndemic of STI, HIV, viral hepatitis, and drug use. HIV prevention and care services and the Maryland AIDS Drug Assistance Program (MADAP), as well as the surveillance, monitoring and programming for viral hepatitis, along with sexually transmitted infections surveillance, prevention and treatment, are all included in the IDPHSB portfolio.

Additional units in the IDPHSB include our Office of Faith and Community-Based Partnerships, which manages our Statewide HIV Planning Group; our Center for HIV/STI Integration and Capacity, which manages all workforce development and training needs in the State of Maryland; and, deployment of our integrated behavioral health interventions. In 2019, MDH established a new Center for Harm Reduction Services (CHRS) within the IDPHSB that includes opioid crisis response, naloxone distribution, syringe services, and overdose prevention training and certification. 

Within the CHRS, this position will assist the Chief with oversight of the design, implementation and ongoing development of public health strategies and programs, in order to prevent harmful substance use; reduce substance use-related morbidity and mortality; and, promote behavioral health and wellness in Maryland. This position will focus on the areas of harm reduction policy development, harm reduction program development, and the integration of harm reduction activities in different program settings. This position will also provide additional management support to three Division Chiefs, including program and grants management; capacity building programs; and, operations. 

Finally, this position will be responsible for multiple tasks, including coordinating the Center's activities and processes, and facilitating a collaborative work environment. This position will also be responsible for budgeting across the Center’s funding sources, in addition to representing the Center at meetings with internal and external partners.

MINIMUM QUALIFICATIONS

Qualified candidates must possess a Bachelor's degree in Public Health or a related field from an accredited college or university, and at least 6 years of health or human services professional experience, including at least 2 years of managerial or supervisory experience. Candidates must also possess at least 3 years of experience managing harm reduction programs.

NOTES:

1. Candidates may substitute additional experience at the rate of one year for 30 credit hours, for up to 120 credits.

2. Candidates may substitute additional graduate level education from an accredited college or university, at the rate of 30 semester credit hours on a year-for-year basis, for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have experience and/or knowledge of the Harm Reduction field, including experience working for a Harm Reduction organization. The desired candidate should also have experience managing grants and/or programs.
