CECAP

The Community-wide Energy and Climate Action Plan, or CECAP, is a community-driven plan that seeks to involve everyone across the county to reduce their greenhouse gas emissions. It also highlights the existing and needed county, state, and federal actions.


On this page, you will find the CECAP Implementation Plan, the final CECAP Report, and links to individual pages dedicated to 12 different areas of focus. We invite you to explore the information here and to check back regularly for updated content.

The CECAP Implementation Plan, presented to the Board of Supervisors on December 13, 2022, describes how the recommended activities of the CECAP Report should be implemented. This plan describes in detail the actionable steps to be taken by individuals, businesses, organizations, federal and state governments, and Fairfax County government in order to lower greenhouse gas (GHG) emissions in Fairfax County. 

The final CECAP report was accepted by the Board of Supervisors on September 14, 2021. The report includes detailed information about the planning process and outlines the community's emission reduction goals, along with strategies and actions residents, businesses, and other county stakeholders can take to help achieve carbon neutrality. 

CECAP was developed between January 2020 and June 2021 by a working group composed of community members and representatives from area businesses and nonprofits. Detailed information on the CECAP planning process is available here.

CECAP is built around a series of goals, including the overarching goal of achieving carbon neutrality within our community by 2050. Additionally, the report includes interim emission reduction goals for 2030 and 2040, and sector-specific goals. 

How We're Getting It Done

In order to achieve our ambitious climate action goals we will need the involvement of the full Fairfax County community. Everyone has a role to play in the realization of a carbon-neutral future.
