The Alabama Department of Environmental Management pursuant to Code of Alabama 1975, Section 2222A-8 et seq., as amended and regulations promulgated thereunder, hereby gives notice that the Department is preparing the FY 2022 DWSRF Bipartisan Infrastructure Law (BIL) Emerging Contaminants (EC) Intended Use Plans (IUP) for the Drinking Water State Revolving Fund (DWSRF) Loan Program.  The Intended Use Plans identify the proposed uses of Federal and State funds for the CWSRF and DWSRF. The plan list projects eligible to apply for loans for drinking water projects addressing emerging contaminants.

Copies of the Intended Use Plan may be obtained by mailing a request for each document to the address shown below.  They may also be viewed at the offices of the Department, 1400 Coliseum Boulevard, Montgomery, Alabama 36110, or downloaded at http://adem.alabama.gov/programs/water/srf.cnt

A thirty (30) day public comment period will be held in order to receive data and additional information relative to the Intended Use Plans.

If the Department determines that there is a significant public interest, the Director may schedule a public hearing on the Intended Use Plans.  All comments concerning the Intended Use Plan or requests for public hearings must be in writing and received no later than 5:00 p.m., July 21, 2023 at the following address:

After consideration of all written comments, the Department will prepare final documents for delivery to the EPA as part of the Department’s capitalization grant application.

This determination and all comments received during the public comment period will be available for public inspection at the office of the Department in Montgomery.
