Main Purpose of Job

This position will coordinate and monitor grants and related fiscal activities with general supervision. The grants are fiscally complex federal cooperative agreements with multiple project and budget periods. The grants will also include sub-grantees, such as academic partners, State of Maryland agencies, and other administrations of the Maryland Department of Health (MDH).

This position will assist with the preparation, compilation, review, and monitoring of grants awarded to both Local Health Departments (LHDs) and MDH's Office of the Deputy Secretary for Public Health Services (ODSPHS). This position will interact with various internal and external public health programs on a regular basis in order to compile, review and process grant awards; review and track grant expenditures; and review and/or complete and submit required reports. Such collaboration with public health programs will also be needed in order to make budget projections; provide information to program staff members and sub-grantees; and, provide assistance for other grant activities and special projects, as needed.

MINIMUM QUALIFICATIONS

Experience: Seven years of experience in grant evaluation and monitoring, or budget preparation, presentation and execution.

Notes:

1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and three years of experience in grant evaluation and monitoring, or budget preparation, presentation and execution, for the required experience.

2. Candidates may substitute graduate education from an accredited college or university in Accounting; Business Administration; Economics; Finance; Political Science; or Public Administration, at a rate of 30 credit hours for five years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a Commissioned Officer in the Budget Officer classifications or Financial Management specialty codes in the Budgeting field of work, on a year-for-year basis, for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have experience writing and/or managing budgets and/or grants, including performing budget reviews, monitoring expenditure levels, and/or maintaining and preparing fiscal records and reports for quarterly projections. The desired candidate should also have experience collaborating with other programs within the Maryland Department of Health (MDH), as well as with Local Health Departments (LHDs), to ensure the coordination of complementary funding opportunities.
